When a consumer’s water service is cut off and discontinued for violation of the consumer’s contract, as provided in § 52.008, the consumer shall pay, and the city shall collect as water rent is collected, a resumption fee equivalent to a 1-hour charge at the regular labor charge rate as set by the city for the expense of shutting off water and turning it on again, when water service is resumed.
