(A) In accordance with the terms and conditions of the Nebraska General Emergency Succession Act, the governing body hereby declares that it is necessary and advisable to invoke the provisions of the Act in the city.
(B) The provisions of the Act are binding on the officers of the city government, whether now in office or hereafter elected or appointed.
