In all lands within the corporate limits of the city, or 1 mile thereof, water service shall be available therein or, upon the creation of water extension districts as provided by the laws of the state, payment for which shall be by special assessment against the property specially benefitted in proportion to the benefits, as provided by law, upon creation of a water extension district and installation of a main by the Water Division and payment of proper connection charges, or upon installation of a main by private contract under the direction of the City Engineer, whose fees are to be paid by the private contract.
