This chapter is enacted to regulate peddlers and solicitors and to authorize the imposition of a fee to help defray the costs to the city for investigating applications, monitoring peddlers and solicitors, street vendors and other temporary merchants and administering this chapter. This chapter applies to business activities that are conducted in areas outside of traditional business locations, such as private lots or public rights-of-way.
