§ 52.026 ADMINISTRATION.
   (A)   The City Recorder shall be responsible for the administration of this subchapter.
   (B)   He or she may:
      (1)   Adopt reasonable rules and regulations relating to any matter pertaining to the administration of this subchapter; and
      (2)   Any appeals to this subchapter may be made to the City Manager only after exhausting the hearings process as outlined in § 52.015(B) of this chapter.
