The Council shall have full power and authority to abandon and rescind proceedings for improvements made under this subchapter at any time prior to the final completion of such improvements; and, if liens have been assessed upon any property under such procedure, they shall be canceled, and any payments made on such assessments shall be refunded to the person paying the same, his or her assigns or legal representatives.
