(a) Each member of Council shall be permitted to expend up to six hundred dollars ($600.00) per year on any equipment, supplies, programs, educational materials, and similarly related expenditures deemed necessary by each Councilperson which will assist such Councilperson in the performance of their duties as a Councilperson and in enhancing their ability to carry out the powers and duties of their position as Councilperson.
(b) Any equipment or supplies that are not exhausted, that are purchased pursuant to this Council spending policy shall be returned to the Village within thirty days after the Councilperson is no longer serving in the capacity of a Councilperson for evaluation by the Mayor, pursuant to the Village’s disposal of surplus property legislation. If the property is not returned within thirty days to the Village, the Village Marshall shall make arrangements to pick up such equipment, supplies and related property from the Ex-Councilperson. The Mayor shall determine if the equipment, supplies or similar property has any value or if the property should be disposed of, since it no longer serves any valid purpose of the Village. In the event the property is going to be disposed of in accordance with the policy for disposition of Village owned property adopted by Section 121.01, then the Ex-Councilperson shall be permitted to purchase such property by paying the Village the original purchase price of the equipment, supplies or similar property and retain it for their person use by electing to do so within ten days after the determination is made by the Mayor the property may be disposed of and has been declared surplus by the Mayor. In the event such Ex-Councilperson does not elect to acquire such property within ten days after the declaration by the Mayor the property is deemed surplus, it shall be disposed of by the Mayor in accordance with Section 121.01(d).
(c) In order for a Councilperson to be reimbursed for expenditures permitted by this section, a receipt identifying the amount paid, the date paid, and the vendor, must be submitted to the Village Fiscal Officer for payment to be issued. The Fiscal Officer shall retain a ledger or other account to determine the total expenditures per year permitted to be made by each Council member without further approval of Council and in the event such Councilperson’s request for reimbursement exceeds the minimum amount permitted per year by such Councilperson, payment shall only be made after approval by the Village Council. For any equipment purchased, the serial number, make and model number, and description of the equipment shall be set forth on the receipt delivered to the Village Fiscal Officer.
(d) In the event any purchases are made by any Village official for which reimbursement is made and which includes a right to a rebate for which the Village official has received reimbursement, upon receipt of the rebate, the Village official shall immediately turn over said funds to the Village.
(e) Nothing contained in this section shall be construed as to limit or restrain Village officials from reimbursements permitted for expenses incurred while conducting Village business, including educational and/or training seminars and materials, or other expenditures made on behalf of the Village for which the Village Council normally provides reimbursement, including reimbursement to Councilpersons.
