(a) No person, firm or corporation shall cause or create any excavation, tunnel, bore, dig, trench, or other opening under or through any street, road or right-of-way within the Village without first complying fully with the provisions set forth in this chapter.
(b) The provisions of this chapter shall not apply to the normal and customary excavations necessary to the installation of a United States Mail and/or newspaper receptacles.
