107.01 DOMESTIC STEEL REQUIRED FOR PUBLIC IMPROVEMENTS.
   (a)   Whenever any building or structure, in whole or in part, paid for by Village funds, is to be erected or constructed, or whenever additions, alterations, or structural or other improvements are to be made, if any steel products are to be purchased for or provided in the construction, repair or improvement project, only domestic steel products as defined in Ohio Revised Code Section 153.011(F) shall be purchased for or provided in the project.
   (b)   No person shall purchase or provide steel products in violation of subsection (a) hereof.
   (c)   The following notice shall be included in bold face type and capital letters in all bid notifications and specifications between all parties to any contract subject to this section:
"Domestic steel use requirements as required by the Ordinances of the Village of North Perry apply to this project. Copies of the Ordinance can be obtained from the Clerk of the Village of North Perry or the Engineer for the Village of North Perry."
   (d)   Whoever violates this section shall be fined not more than one thousand dollars ($1,000).
   (e)   A person who purchases or provides steel products in violation of subsection (a) hereof shall pay a civil penalty to the Village equal to one and one-half (1 1/2) times the purchase price of the steel products purchased or provided in violation of subsection (a).
