The Chief of Police shall act upon the application for a permit within seventy-two hours after the filing thereof. If for any reason a longer period of time is required, the reason for such a delay shall be provided in writing to the applicant. If the Chief of Police disapproves the application, the Chief shall make a reasonable effort to notify the applicant, either by personal delivery or certified mail, a copy of the notice of rejection and the reason therefor shall be available in the office of the Division of Police, within twenty-four hours of his actions.
