(a) No person or organization shall engage in, participate in, aid, form or conduct any street parade, without first obtaining a permit from the Chief of Police.
(b) Exception. This section shall not apply to, nor shall a permit be required in the following instances except as specifically indicated:
(1) Funeral procession;
(2) Picketing conducted off the street or roadway.
(3) A governmental agency acting within the scope of its function.
