(a) Dirt, mud and dust shall not be allowed to accumulate upon the paved streets and roads of the Village in such a manner or degree that a nuisance is created or that such accumulation may block the storm sewer system. Each individual, developer or contractor working in unpaved areas where mud, dirt or dust can be brought onto the streets and roads of the Village shall, at all times, maintain adequate equipment and employees necessary to keep the streets and roads of the Village clean and clear. In addition to penalties as provided herein, the Mayor may issue a stop work order for all operations within the area creating the nuisance or causing blockage of the storm sewer system until an acceptable means of keeping the subject streets or roads free of dirt, mud and/or dust is demonstrated.
(b) Whoever violates this section is guilty of a minor misdemeanor. Each day of continued violation shall constitute a separate offense.
