Any Village-owned personal property, not needed for municipal purposes and declared to be surplus by the Mayor or department head who is responsible for the property, and further determined by the Mayor to have no reasonable resale value, shall be either donated on behalf of the Village to a local charity or otherwise disposed of, at the discretion of the Mayor.
