(a) If any structure or part thereof is vacant, the Property Maintenance Officer may order such structure secured so it will not be an attractive nuisance.
(b) Such order shall be served as set forth in Section 1341.27 and shall specify a reasonable time for compliance. Upon failure of the owner to comply with the specified time, the Property Maintenance Officer shall cause the building to be secured using Village forces or by contract with a private person or firm and the costs thereof shall be charged against the owner of the property as set forth in Section 1341.30.
