Any approval granted by the Engineer or the Planning Commission on appeal shall include a requirement of a date certain in which permanent vegetation shall be installed upon all disturbed land. Approval may be conditioned upon deposit by the applicant in cash or surety bond in an amount not to exceed five thousand dollars ($5,000.00), intended to insure that all erosion control devices, including permanent vegetation, as required by any plan approval are properly installed. Any deposits so required shall not be released to the applicant until the Village Engineer is satisfied that all required soil and erosion control devices have been installed and all permanent vegetation has been installed as required.
