1-4-1: PENALTY, GENERAL:
   (A)   General Penalty Established: Whenever in this code or in any ordinance of the village any act is prohibited or is made or declared to be unlawful or an offense, or whenever in such code or ordinance the doing of any act is required or the failure to do any act is declared to be unlawful, where no specific penalty is provided therefor, the violation of any such provision of this code or any ordinance shall be punished by a fine of not less than fifteen dollars ($15.00) and not more than seven hundred fifty dollars ($750.00) for each offense. Each day any violation of any provision of this code or of any ordinance shall continue shall constitute a separate offense.
   (B)   Payments:
      1.   Payments in settlement of those violations set forth in subsection (C) of this section, or any other violation hereafter added, shall be made within twenty one (21) days after the date that the citation was issued. Said payment shall be considered made within twenty one (21) days if the payment is actually received by the village treasurer's office within twenty one (21) days. Payments shall be made by cash, certified check, cashier's check or money order made payable to the village of North Pekin, and may be paid by mail or in person at the village hall.
      2.   The corporation counsel shall have the authority to delay filing with the court any citation charging a person with violation of the code in order to allow that person an opportunity to settle the case prior to his or her court appearance.
      3.   If the fine, as set forth in subsection (C) of this section is paid within twenty one (21) days provided above, no complaint charging the person with the particular violation shall be filed by the office of the corporation counsel.
      4.   Upon the request of the violator, and at the election of corporation counsel for the village, fines may be converted to hours of public service at an hourly rate in accordance with federal minimum wage guidelines.
      5.   The fines for violation of the sections of this code are set forth in subsection (C) of this section.

   (D)   Real Property Violations: In addition to any penalty assessed above, the cost incurred by the village in abating any violation of village ordinances relating to real property, together with an administrative fee, recording and releasing of any lien, and any attorney fees, shall be recoverable from the owner or person in control of the real estate, and shall constitute a lien thereon.
   (E)   Vehicle Violations: In addition to any penalty assessed above, the cost incurred by the village in abating any violation of village ordinances relating to vehicles, together with an administrative fee, and any attorney fees, shall be recoverable from the owner or person in control of the vehicle, and shall constitute a lien thereon.
