A violation of this chapter is an offense against traffic regulations governing the movement of vehicles. A person who violates this chapter shall be fined a maximum of seventy five dollars ($75.00) for a first offense, one hundred dollars ($100.00) for a second offense, one hundred twenty five dollars ($125.00) for a third offense, and one hundred fifty dollars ($150.00) for a fourth or subsequent offense.
