It shall be the duty of the Chief of Police to remove or abate all nuisances or offensive matter which has been condemned by the Board of Health, and when so ordered by them, to notify the owners of the premises on which such nuisance or offensive matter is situated to remove or abate the same, and if the owner fails or neglects to so remove or abate said nuisance, the Chief of Police shall cause the same to be done and the expense thereof shall be a lien on the property thereof.
