The members of the Board of Health are hereby empowered at all times of the day to enter into any grocery, meat shop, hotel, boarding house, factory, stable or other building within the Village and to examine the cellars, vaults, sinks, sewers, and drains belonging thereto; and shall also enter all lots or premises and cause all stagnant pools of water to be drained and all ash heaps to be cleaned and kept in an unoffensive condition, and cause all dead animals or other unwholesome thing to be buried or removed beyond the Village limits.
