It shall be unlawful for any person to remove, change or alter any barricade or sign which has been placed upon any street or other place in the Village by the Village, its officers or employees, and it shall be unlawful for any person to drive or operate any motor vehicle or any other type of a vehicle on any street or any other place in the Village, which street or place has been closed for traffic or for any person to walk or go upon any street or to lead or drive any horse or other animal upon any street or place within the Village which has been closed for traffic.
