7-1-3A: PLACEMENT AND STORAGE OF CONTAINERS AND DUMPSTERS:
   (A)   Except as provided in subsection (B) of this section, containers and dumpsters shall at all times be stored and kept within side and rear lot lines of any premises owned or occupied by the person or persons who own or use such containers and dumpsters, and containers and dumpsters shall further be stored and kept behind the front (and side for corner lots) setback lines established for any structure on such premises.
   (B)   For garbage collection purposes only, containers and dumpsters and materials described in subsection (C) of this section, may be placed in the parkway area in front of any premises at or near the curb line no sooner than the day preceding the regularly scheduled garbage collection day for such premises and shall be removed no later than the day next following such regularly scheduled garbage collection day.
   (C)   Except as provided in subsection (B) of this section, no privately owned container or dumpster shall be stored or kept in or on any street, sidewalk, alley, or other public place or public property within the village.
   (D)   It shall be unlawful for any person, other than the owner of the container or dumpster, occupant, tenant, or members of their families, or a scavenger employed or licensed by the village, or the owner's agent, employees, or servant, to deposit any article, substance, or thing in any container or dumpster, or to remove, displace, injure, deface, destroy, uncover, or in any manner disturb such container or dumpster, or any container or dumpster that is placed at any curb line for collection.
   (E)   Any litter, garbage, refuse, or rubbish not placed in a container or dumpster shall, for garbage collection purposes, be placed in such other secure bag or container, and shall be placed for collection no sooner than the day preceding the regularly scheduled garbage collection day for such premises.
