The membership of the regular Police Department shall be in such number, including the Chief and the Sergeants, as shall be determined from time to time by resolution of the President and Board of Trustees. No increase in the membership or replacement of a terminated member on the regular Police Department shall be made without the specific approval of the President and Board of Trustees. Nothing in this section shall be interpreted to limit replacement of officers who are on temporary leave for any reason.
