All funds contributed or collected by or on behalf of the village for the purpose of providing fire protection, including, but not limited to, income from contracts with fire protection districts or other municipal corporations, income from rural fire service contracts, taxes and license fees, shall be paid to the treasurer of the village. The funds so collected shall, to the extent required for operation of the department, be expended by the village treasurer for the purpose of deferring the costs of providing fire protection.
