Every person riding a motorcycle upon a street shall be granted all the rights and shall be subject to all the duties applicable to the driver of a vehicle by the laws of this State, or by the Traffic Code of this City, applicable to a driver of a vehicle, in addition to special regulations contained in this chapter and except as to those provisions of law and ordinances which by their nature can have no application.
