351.19 PARKING ON BERM OF ROADWAYS WHERE NO CURBING EXISTS.
   No person shall park or permit to stand a vehicle on the berm of any roadway where the parking of same will obstruct the traveled portion of the street, roadway or highway. Notwithstanding any other provisions of this Traffic Code, it shall not be considered a violation of the Traffic Code when a person parks a motor vehicle on the berm of a roadway, which berm is of such a nature that no curbing exists and the parking of such vehicle shall be between the sidewalk and the roadway.
