351.13 SNOW STORM EMERGENCIES.
   (a)   Whenever, during any period of twenty-four hours or less, snow falls in the City, to a depth of two inches or more, an emergency is declared to exist in that such a heavy snow storm constitutes a serious public hazard. Such emergency shall continue until an announcement is made by the Director of Public Safety that snow plowing operations have been completed, which announcement shall be made in the same manner as outlined in Section 351.14.     
   (b)   In addition to the provisions of subsection (a) herein, in the event that significant snowfall is forecasted, the Mayor is authorized to declare a Snow Emergency to exist commencing at a specified date and time in that such an impending heavy snow storm will constitute a serious public hazard. With such declaration, the provisions set forth in Section 351.14 shall be in effect. Such emergency shall continue until an announcement is made by the Director of Public Safety that snow plowing operations have been completed, which announcement shall be made in the same manner as outlined in Section 351.14.
