Any homeowners' group, association or representatives of a neighborhood shall be permitted to have a residential street closed off to vehicular traffic for the purpose of having a neighborhood party, often referred to as a "block party", provided that such homeowners' group, association or representatives shall first obtain a permit therefor from the Director of Public Safety and in no event shall the Safety Director issue a permit with less than forty-eight hours advanced notice.
