The Department of Economic and Community Development shall be headed by the Director of Economic and Community Development who shall be responsible for the administration and implementation of plans and programs for the comprehensive and orderly development of the City. The Director shall be responsible for the development, maintenance, periodic update and administration of the City's Master Plan and Planning and Zoning Code. The Director shall provide guidance to the Mayor, Council, boards and commissions regarding public and private development within the City.
(a) Appointment, Term, Removal. The Director shall be a full time employee appointed by the Mayor, which appointment and term shall be governed by Charter Art. III, §5(a). The Mayor may remove the Director with the concurrence of two-thirds (2/3) of the members of Council eligible to vote.
(b) Duties. The Director of the Department of Economic and Community Development shall be the head of the Division of Engineering and shall have charge of all staff within the Department. The Director shall develop policies to facilitate the orderly and comprehensive development and redevelopment of the City. She or he shall also initiate programs, plans and strategies for the retention, expansion and location of businesses, offices and industries in the City. The Director of Economic and Community Development shall administer and implement economic development programs and projects to preserve and enhance the economic sustainability of the City. The Director shall also perform such other duties consistent with the position as may be required by the Mayor and such other duties as reflected in the job description on file within the Office of Director of Human Resources.
Additionally, any references in North Olmsted Codified Ordinances to the “Planning Director,” “Planning and Development Director” and “Director of Planning and Community Development” shall mean the Director of Economic and Community Development, who shall perform such duties assigned therein.
