There is hereby created the North Olmsted Tax Incentive Review Council (hereinafter referred to as the “TIRC”), comprised of the following members:
(a) The Mayor, or his/her designee;
(b) A member of Council appointed by the President of Council;
(c) The Cuyahoga County Auditor or his/her designee;
(d) The Director of Finance, or his/her designee;
(e) One individual appointed jointly by the North Olmsted Board of Education and the Polaris Joint Vocational School District; and
(f) Two members of the public appointed by the Mayor with the concurrence of the City Council.
At least four members of the TIRC shall be residents of the City of North Olmsted, and at least one of the two public members appointed by the Mayor shall be a minority. As used in this section, a "minority" is an individual who is African-American, Hispanic, or Native American. Notwithstanding the foregoing provisions, if a member of the North Olmsted Housing Council is appointed to membership on the TIRC, then his or her term on the TIRC shall expire on the same date that his/her term on the North Olmsted Housing Council expires. The City Council member may serve for a term of four years, or as may be appointed by the President of the City Council, and so long as said appointee is and remains a member of City Council.
