The Director of Finance shall furnish the estimated income from the one-half mill levy and other funds which may be available from the General Fund to the Parks and Recreation Commission for its budget work. A budget for the following calendar year shall be submitted by the Commissioner to the Director of Finance and Mayor. The budget shall be detailed as to operating expenses, labor, equipment, materials and supplies. The recommended capital improvements shall be listed individually, showing the estimated cost of each. After approval of the budget by Council, the Parks and Recreation Division shall operate within this budget.
