As established by the City Charter, Article VII, Section 3, the Parks and Recreation Commission shall have, in addition to those specified by the Charter, such duties as are designated by Council, and shall plan, provide and implement recreational programs and facilities for the City, all to be carried out within the annual budget for the Division of Parks and Recreation, recommended by the Commission and approved by Council. The Commission shall work closely with the Recreation, Public Parks and Buildings Committee of Council on all recreational programs. The Commission and the Committee shall jointly submit an annual budget to the Finance Committee of Council, which must be approved by Council as a whole, and shall make recommendations on employee salaries and capital improvements.
