The Civil Service Commission previously created by the Charter in Article VI, Sections 1 through 7, inclusive, with three members appointed by the Mayor for six-year terms, shall elect a chairman by majority vote and may appoint a secretary, who shall not be a member of the Commission. In exercising its authority to appoint a secretary, who, pursuant to Article VI, Section 2 of the Charter, may hold other municipal office or employment, the Civil Service Commission may, with the consent of the Director of Personnel and Administrative Services, appoint the secretary to the Director of Personnel and Administrative Services, who shall then, as part of the duties of his position in the Department of Human Resources, perform also the duties of secretary to the Civil Service Commission.
