139.06 DIVISION OF BUILDING.
   There is hereby established a Division of Building within the Department of Public Safety. The Division of Building shall be headed by a Building Commissioner who shall be responsible for its organization and supervision. The Building Commissioner shall be appointed by and be answerable to the Director of Public Safety. The qualifications for the Building Commissioner shall be those as established in rules and regulations enacted and amended from time to time by the State of Ohio, Board of Building Standards, as they relate to certification of local Building Departments and Building Officials.
   (a)    Duties. The duties of the Building Commissioner shall include the supervision of all personnel of the Division of Building, the issuance of all building permits, the enforcement of all building and zoning regulations and the execution of all duties and authority granted to Building Commissioners / Chief Building Officials by the North Olmsted Codified Ordinances, the Ohio Revised Code and the Ohio Administrative Code. The Director of Public Safety may from time to time require the Building Commissioner to perform additional duties consistent with the position.
   (b)    Employees. The staffing of the Division of Building is hereby established and is reflected in the organizational chart for the Department of Public Safety contained in Section 139.99(d), which, as it pertains to this Division only, is incorporated herein as if fully rewritten. The Mayor shall establish the compensation of all employees of the Division within the salary ranges established by City Council, to the extent that such compensation is not otherwise established by contract, or federal, state or local law.
