139.04 DIVISION OF POLICE.
   There is hereby established a Division of Police within the Department of Public Safety. The Division of Police shall be headed by the Chief of Police.
   (a)    Duties. The Chief of Police shall be responsible for the organization and supervision of the Division of Police. Included within the supervisory authority of the Chief of Police shall be sworn police officers of all ranks within the Division of Police, Central Emergency Dispatchers, Correction Officers, Secretaries, Auxiliary Officers and School Crossing Guards. The Chief of Police shall also perform all duties and exercise all authority granted to Chiefs of Police in the North Olmsted Codified Ordinances, the Ohio Revised Code and the Ohio Administrative Code.
   (b)    Employees. The staffing of the Division of Police is hereby established and is reflected in the organizational chart for the Department of Public Safety contained in Section 139.99(b), which, as it pertains to this division only, is incorporated herein as if fully rewritten. The Mayor shall establish the compensation of all employees of the Division within the salary ranges established by City Council, to the extent that such compensation is not otherwise established by contract, or federal, state, or local law.
   (c)    Petty Cash Fund. There is hereby established a petty cash fund in the amount of four hundred dollars ($400.00) to be used for limited expenditures, including but not limited to prisoner meals, under the supervision of the Chief of Police, and in accordance with procedures established by the Finance Department.
