Consistent with Article V, Section 3 of the Charter of the City, there is hereby established a Department of Finance within the City. The staffing of the Department of Finance is hereby established and is reflected in the organizational chart for the Department of Finance contained in Section 135.99, which is incorporated herein as if fully rewritten. The Mayor shall establish the compensation of all employees of the Department within the salary ranges established by City Council, to the extent that such compensation is not otherwise established by contract, or federal, state or local law.
