112.06 PERSONAL SERVICES CONTRACTS INVOLVING EXPENDITURES IN EXCESS OF TWENTY FIVE THOUSAND DOLLARS ($25,000.00).
   (a)    Every personal services contract involving an expenditure in excess of twenty-five thousand dollars ($25,000.00) must be solicited, negotiated and awarded in accordance with either the provisions of Section 112.07 or 112.08 below. The choice of which section to follow is within the discretion of the director or board.
 
   (b)    In using Section 112.07 or 112.08, the director or board may, at his, her or its discretion, promulgate rules and regulations establishing a “prequalification process” for firms that provide professional services. The purpose of a prequalification process is to permit the director or board to receive and keep on file statements of qualifications on an annual or biennial basis from firms that provide professional services.
