The provisions of this Chapter shall apply to all expenditures for personal services by City administrative officials, and/or City boards and commissions. Every administrative official and every board or commission of the City desiring to expend funds for personal services may do so only pursuant to written contract and in accordance with the provisions of this Chapter.
