109.04 NOTICE OF SPECIAL MEETINGS.
   (a)   Except in the case of a special meeting referred to in Section 109.05(d), the Clerk shall, not later than twenty-four hours before the time of a special meeting of a municipal body, post a statement of the time, place and purposes of such special meeting.
 
   (b)   The statement under this section and the notifications under Section 109.05 shall state such specific or general purpose or purposes then known to the Clerk to be intended to be considered at such special meeting and may state, as an additional general purpose, that any other business as may properly come before such municipal body at such meeting may be considered and acted upon.
   (c)   In addition to the posting of the statement as provided in subsection (a) hereof, the City shall cause to be announced at least once, not later than twelve hours prior to the time of a special meeting of a municipal body, a statement of the time, place and purposes of such special meeting. Such statement shall be announced on the City’s website and government access cable channel(s). The Clerk shall provide Information Systems with the text of the announcement as well as the date and time by which the announcement must appear on the City’s website and government access cable channel(s), and Information Systems shall cause the text to be placed on the City’s website and government access cable channel(s) no later than the date and time timely requested by the Clerk.
