1901.19 INVESTIGATION.
   Within thirty calendar days after a complaint has been received by the Board, the Administrator shall begin an investigation of the complaint. Such an investigation shall determine either that:
   (a)    There are reasonable grounds to believe that a violation of Section 1901.07 has occurred, in which case the Administrator shall then initiate the conciliation process of Section 1901.21; or
   (b)    There are reasonable grounds to believe that a violation of Section 1901.07 has not occurred, in which case the Administrator shall then dismiss the complaint by preparing a written notice of dismissal, including the reasons therefor, and notify the parties of the dismissal within five days by serving a copy of the notice of dismissal by certified mail on the parties. A copy of the notice shall also be filed with the Board. The notice of dismissal shall advise the complainant of his or her right to appeal under this section. Within fourteen days of receipt of the notice of dismissal, the complainant may appeal by filing a written request with the Board for a review of the complaint. By a majority vote, the Board may overrule the dismissal and refer the complaint to the Administrator for conciliation pursuant to Section 1901.21;
   (c)    The Administrator shall complete the investigation within 100 days after receipt of the complaint, unless impracticable, in which case the Administrator shall inform the complainant and the respondent, in writing, of the reasons why the investigation cannot be completed within the time prescribed.
