(a) Funding and Audits.
(1) The Westshore Council of Governments, as the primary sponsoring organization of the WSC, may provide funding for WSC operations, and may authorize WSC charitable activities in the name of and under the supervision of the WCOG, by and through the designated finance director.
(2) The WSC Coordinator may investigate funding sources and initiate, through the designated finance director, applications for grant or other funding from Westshore city councils in the same manner as other departments subject to the rules and regulations governing authorization for expenditure of all municipal funds and further subject to the review, audit and oversight of the Westshore Council of Governments fiscal officer.
(3) All records of the WSC shall be made available to all Westshore directors of finance and council finance committees in conjunction with the budgetary process.
(4) No funds of the organization shall be used for any purpose other than the training and retention of volunteers, and the purchase and maintenance of equipment, supplies, disaster preparedness materials, and fundraising supplies necessary to fulfill the stated purpose(s) of the WSC. All WSC expenditures, including grant funding and any municipal appropriation, shall be reviewed and approved in advance by the WCOG and approved for payment by its designated finance director.
(5) No WSC funds shall be used for or paid to any person or persons serving as a volunteer in the WSC with the exception of reimbursements authorized by the WCOG and approved by its designated finance director.
(b) Donations.
(1) The Westshore Council of Governments may authorize the WSC Coordinator to solicit grants and/or donations, from private sources, including but not limited to private citizens, corporations, non-governmental organizations (NGOs), charitable non-profit corporations, and other similar entities. Such solicitations shall be conducted under the supervision of WCOG's designated finance director.
(2) WSC coordinator and volunteers shall not accept any donations in person, whether in cash or in kind, but shall direct delivery of any donations to the WCOG designated finance director's office and any other tangible gifts in kind to the COG designated fire chief.
(3) The Westshore COG, by and through its designated finance director, upon request, will issue ae donation receipt to any donor.
