Before a permit to do blasting, as required under Section 1713.01, shall be issued, the applicant for such permit shall file an insurance policy in the penal sum of one hundred thousand dollars ($100,000) for any individual, and three hundred thousand dollars ($300,000) for any incident, covering both bodily injury and property damage of any nature, as a result of such blasting operation.
