In addition to the other requirements of Article X of the Charter relating to initiative and referendum, no initiative or referendum measure, proposing a change in the zoning classification of any parcel or parcels of land in the City, shall pass at any election unless it is approved by a majority vote in the ward or wards in which any part of the parcel or parcels is located.
