The Mayor may at any time remove any Commissioner for inefficiency, neglect of duty, malfeasance, misfeasance, or nonfeasance in office, incapacity or incompetency. Said removal shall not become final without the concurrence of two-thirds (2/3) of the members of Council. From the time when the Mayor notifies a Commissioner of their removal, said Commissioner shall be suspended pending the outcome of the necessary concurrence of Council.
