A Department of Law and a Department of Finance are hereby established, and the Council shall provided by ordinance for the organization thereof. The Council may establish by ordinance new departments or divisions thereof. Except as to the two departments established by the Charter, Council may combine or abolish departments and divisions as it may deem necessary and may authorize one person to be the head of two or more departments or divisions. All appointments and removals in the several departments shall be made by the respective directors. (Amended 5-4-10.)
