The purpose of this Chapter is to ensure that the residential rental structures and multiple-family units located within the city comply with minimum maintenance standards for the public health, safety and welfare. This Chapter applies to the rental of one- and two-family dwelling units, and multiple-family dwelling units/apartments located within the city. Where a property owner co-occupies a one-family dwelling unit with a non-transient renter, the provisions of this Chapter do not apply.
