(a) There is hereby established a rate of eighty-five dollars ($85.00) per day for the use of the City Jail facilities in the housing of prisoners by other governmental entities.
(b) The Chief of Police or any administrative personnel of the Police Division shall keep an accurate record of the use of City Jail facilities by other governmental entities and shall promptly invoice the governmental entity using such facilities and send a carbon copy thereof to the Director of Finance of the City.
(c) The Director of Finance is hereby authorized and directed to accept any and all moneys for the use of the City Jail facilities to be deposited in the General Fund.
