(a) Speed Regulated. No vehicle or horse shall be driven or ridden in the City park or recreation site at a speed greater than fifteen miles per hour.
(b) Selling Merchandise. No person, partnership, limited liability or corporation operating for profit exclusive and apart from a nonprofit group or organization shall sell or offer for sale any goods, wares, merchandise or services in the City parks. This shall exclude any agreement the City enters into for the purpose of selling food and non-alcoholic beverages in City parks and shall permit, through express written permission of the City, through the Safety Director, nonprofit groups or organizations to enter into concession agreements for the purpose of selling food and non-alcoholic beverages in City parks for limited special events.
(c) Hours Open to Public. Each park and recreation site shall have signs posted as to hours open and noting the hours the park or site will be closed.
(d) Parking Areas. Parking in designated areas only. No parking shall be permitted between evergreen trees on West Park and East Park at North Olmsted Park.
(e) Certain Vehicles Prohibited. No heavily loaded vehicles or vehicles used for such purposes, except upon special written permission for City sanctioned events or utility work only. The prohibition of "heavily loaded vehicle" is hereby defined to include all oversized and overweight vehicles restricted by Sections 339.02 and 339.03 of the Traffic Code.
(f) Animals. No dogs or other animals shall be permitted to run at large in a park or recreation area. See General Offenses Code Section 505.01(d). Dogs shall be permitted on leashes in North Olmsted and Clague City Parks, but not within designated playground areas of such parks, and subject to all of the following conditions and limitations:
(1) The person being the owner or in charge or control of any dog shall not allow it in such parks without reasonable restraint and under control. Reasonable restraint and under control is restraint which conforms to the animal's weight, size, and strength, being controlled by a person who is at least sixteen years of age and of suitable size and discretion to control the animal;
(2) No retractable leashes shall be permitted;
(3) Leashes may not exceed six (6) feet in length;
(4) Vicious dogs must be muzzled;
(5) No dog walking is permitted during Homecoming, All Scouts Weekend, and other community events designated from time to time by the Director of Community Life Services.
(g) Littering. No person shall place, deposit or dispose of any paper, trash, garbage, waste, refuse, junk or any other substance upon public property used for recreation or park purposes.
(h) Bill Posting. No person without proper authority shall post any bill or sign, handbill or notice, or advertisement, on any public property used for park or recreation purposes.
(i) Gambling. No person, unless exempt by the statutes of the State, as well as Chapter 517 of the General Offenses Code, shall be permitted to conduct a game of chance or scheme of chance, or to gamble in the public parks or recreation areas of the City.
(j) Disorderly Conduct and Peace Disturbance. No person shall commit acts which are prohibited in Chapter 509 of the General Offenses Code.
(k) Firearms or Explosives. No person shall be permitted to use firearms or explosives contrary to the provisions of Chapter 549 of the General Offenses Code.
(l) Picnics. Picnics shall be permitted in designated areas. Large picnics, fifty or more, should first obtain a permit prior to holding function.
(m) Camping. No person shall be permitted to use any park or recreation facilities for camping unless authorized to do so by the Director of Public Safety.
(n) Slingshot; Bow and Arrow; Air Gun. No person shall use a slingshot, bow and arrow, or air gun within the public parks or recreation areas of the City, the use of which is prohibited by Section 549.10 of the General Offenses Code.
(o) Golf. No person shall cause a golf ball to be propelled by hitting the same with a golf club within the public parks or recreation areas of the City.
(p) Campfires and Cooking. No person shall keep or maintain or light a campfire unless authorized to do so by the Director of Public Safety. Cooking fires shall only occur in permanent cooking amenities installed within the park by the City. No person shall permit any fire to be left unattended and must completely extinguish the fire before leaving the area.
(q) Travelling Public Shows and Carnivals. To the contrary notwithstanding the adoption of Chapter 701 of the Business Regulation Code regulating travelling public shows and carnivals, no such activity regulated thereby shall be permitted in any public park within the City, with the exception that the annual carnival in North Olmsted Park which has heretofore been known as "Homecoming" and was heretofore sponsored by the Community Council will be permitted as per Chapter 701 of the Business Regulation Code, but shall not exceed four days in length of operation.
(r) Bicycles Prohibited in Skate Park. No person shall operate, ride or otherwise possess or use a bicycle at the North Olmsted Skate Park.
(s) Throwing or Shooting Missiles. No person shall throw, shoot or propel a missile, pellet, stone or other similar object within the public parks or recreation areas of the City, as is otherwise prohibited by Section 549.11 of the General Offenses Code.
