945.04 MAYOR'S RIGHT TO REFUSE PERMIT.
   The Mayor or his designee shall have the right to reject any application if the Mayor believes in good faith that the purposes for which the premises sought to be used and rented will be used for any illegal or immoral purpose, or that their use and occupancy by the applicant will result in excessive noise, destruction of real or personal property in or about such premises, or otherwise be detrimental to the public health, safety and welfare of the inhabitants of the City.
