Occupants of single family or multi-family residential structures shall place cardboard, boxes, newspapers, junk-mail, magazines, cereal boxes, glass bottles and jars of any color, steel cans and numbers 1 through 7 stamped plastics in containers acceptable to the Director of Public Service and these materials shall be placed within the public right of way for collection. As defined for purposes of this section, the public right of way appropriate for placement and collection of recyclable materials shall be limited to curbside tree lawns. Such recyclable materials shall be so placed in the public right of way no earlier than the evening preceding collection by the City of the street which the tree lawn or other area abuts. The date or day for collection of recyclable materials for occupants of single family or multi-family residential structures shall correspond to the date or day of collection of garbage or rubbish.
Upon the placement of recyclable materials in accordance with this section, said materials become the property of the City.
Once recyclable materials are placed for collection in accordance with this section, no person, other than authorized City or City contractor personnel, shall remove said recyclable material. Any and each collection or removal by unauthorized persons in violation of the provisions of this section, from one or more designated collection places, shall constitute a separate and distinct offense. For each separate offense, the individual shall be guilty of a minor misdemeanor and be fined not more than one hundred dollars ($100.00).
