Whenever refuse is generated as a result of the operation of commercial establishments in or about commercial structures as hereinbefore specified, all such refuse shall be immediately placed in containers provided for such refuse, and in no event shall any individual owner or operator of a commercial establishment cause the refuse to be placed or stored in an area other than that designated for such refuse.
